Saat Nishchay of Bihar: Parts 1 and 2 Explained with Schemes and Targets (BPSC Notes)

Saat Nishchay of Bihar: Parts 1 and 2 Explained - BPSC Guru

Saat Nishchay (Seven Resolves) is the name the Bihar government gave to its development agenda in 2015, and again, as Saat Nishchay-2, in 2020. Between them the two sets cover most of the schemes BPSC asks about in Bihar GK: the Student Credit Card, the 35 per cent reservation for women in State jobs, Har Ghar Nal ka Jal, Har Ghar Bijli, the Mahila Udyami Yojana and Har Khet Tak Sinchai ka Pani. These notes list each resolve with its scheme, target and current status.

Saat Nishchay-1 (2015 to 2020): the seven resolves

1. Arthik Hal, Yuvaon ko Bal (economic solutions, strength to the young)

Four schemes for people aged 20 to 25, run through the District Registration and Counselling Centres (DRCC) in every district: the Bihar Student Credit Card (education loans of up to Rs 4 lakh at 4 per cent interest, interest-free for women, transgender and disabled students, launched 2 October 2016); the Mukhyamantri Nishchay Swayam Sahayata Bhatta (a self-help allowance of Rs 1,000 a month for up to two years for unemployed youth who have passed Class 12); the Kushal Yuva Program (240 hours of training in communication skills, basic computing and soft skills); and free Wi-Fi on college and university campuses.

2. Aarakshit Rozgar, Mahilaon ka Adhikar (reserved jobs, women’s right)

35 per cent reservation for women in all State government jobs, extended from the earlier 35 per cent quota in the police (2013) and 50 per cent in Panchayati Raj institutions (2006). Bihar was the first State to reserve a third of government jobs for women.

3. Har Ghar Bijli, Lagatar (electricity to every home)

Electricity connections to every household; the State announced that all willing households had been connected by the end of 2018, ahead of the national Saubhagya deadline.

4. Har Ghar Nal ka Jal (piped water to every home)

Piped drinking water to every rural and urban household through ward-level schemes run by ward implementation committees under the Panchayati Raj and PHED departments. Bihar’s scheme preceded the Union’s Jal Jeevan Mission (2019) and was later aligned with it.

5. Ghar Tak Pakki Gali-Naliyan (paved lanes and drains to every home)

Concrete lanes and drains in every ward, also executed through ward committees.

6. Shauchalay Nirman, Ghar ka Samman (toilets for dignity)

Toilets in every household, through the Lohia Swachh Bihar Abhiyan, dovetailed with Swachh Bharat Mission (Gramin); Bihar was declared open-defecation free in 2019.

7. Avsar Badhe, Aage Padhen (more opportunities, study further)

New institutions in every district: an engineering college, a polytechnic, a GNM nursing school, a paramedical institute, an ANM school and a women’s ITI in each district, and a medical college in each of the nine divisions. Aryabhatta Knowledge University and the Bihar Engineering University (2021) were set up to govern the new colleges.

Saat Nishchay-2 (2020 to 2025): the seven resolves

1. Yuva Shakti, Bihar ki Pragati (youth power, Bihar’s progress)

Upgrading all ITIs and polytechnics into centres of excellence, a Bihar Skill Development Mission with a megaskill centre in every district, a tool kit scheme for trained youth, and the Bihar Student Credit Card extended to new courses.

2. Sashakt Mahila, Saksham Mahila (empowered, capable women)

The Mukhyamantri Mahila Udyami Yojana (2021): up to Rs 10 lakh for women starting an enterprise, of which Rs 5 lakh is a grant and Rs 5 lakh an interest-free loan; the same package was later offered to all categories as the Mukhyamantri Udyami Yojana. Also an incentive of Rs 25,000 on passing intermediate and Rs 50,000 on graduation for unmarried girls (Mukhyamantri Kanya Utthan Yojana).

3. Har Khet Tak Sinchai ka Pani (irrigation water to every field)

Irrigation for every cultivable field by 2025 through the Water Resources, Minor Water Resources, Agriculture and Energy departments; a survey of about 72 lakh hectares of farmland identified the unirrigated fields to be covered.

4. Swachh Gaon, Samriddh Gaon (clean, prosperous villages)

Solar street lights in every village, solid and liquid waste management under the Lohia Swachh Bihar Abhiyan phase 2, and veterinary services in every panchayat.

5. Swachh Shahar, Vikasit Shahar (clean, developed cities)

Shelters for the urban poor, electric crematoria and modern ghats, storm-water drainage and riverfront development in all towns, and multi-storey housing for the homeless.

6. Sulabh Sampark (easy connectivity)

Bypasses and flyovers in towns and a target of reaching Patna from anywhere in the State within five hours, later tightened to four hours; new bridges across the Ganga, Gandak, Kosi and Son form part of this resolve.

7. Sabke liye Atirikt Swasthya Suvidha (extra health facilities for all)

Telemedicine, upgraded primary health centres, a veterinary hospital in every panchayat, and new medical colleges in the districts; the resolve also covers the free Bihar health card and the expansion of the Ayushman Bharat scheme in the State.

How the programme is run

The Bihar Vikas Mission, created in September 2015 and chaired by the Chief Minister, sets targets for each resolve, with sub-missions for each department and a mission director in every district. Ward implementation and management committees, elected in each ward, carry out the Nal ka Jal and Gali-Nali schemes, which is why these two resolves are often cited as an experiment in decentralised delivery. Progress reports are placed before the Cabinet and published through the Lok Samvad programme.

Assessment

The first phase delivered visible results in electricity, lanes, toilets and women’s recruitment, and the Student Credit Card has financed several lakh students, though repayment has been weak. Har Ghar Nal ka Jal reached most wards on paper, but CAG and departmental reviews have reported non-functional schemes and water-quality gaps in the arsenic- and fluoride-affected districts. The second phase’s irrigation and skills targets were still being met in 2025. For a mains answer, note the design strengths (time-bound targets, a single monitoring mission, ward-level execution) alongside the weaknesses (maintenance, loan recovery, quality of the new colleges).
